In May 2024, the Dutch court sentenced PertSev as a five -year imprisonment and found that his participation in tornado cash helped to wash off criminal funds. The court admitted that tornado cash could be a neutral tool, but developers said they were responsible for preventing misuse.

The decision was considered the main victory of PertSev and Roman Storm, another developer of Tornado cash, which was arrested in August 2023 and waiting for trial.

The court pointed out that since the smart contract is operated independently and cannot be owned, controlled or changed, the sanctions of the definition cannot prevent the use of malicious actors. The ruling also suggested that the bill will be updated to better regulate the use of encryption mixers.
Advocates argue that these services are mainly to protect user personal information. However, criminals often washed money using this service, which attracted the attention of law enforcement agencies around the world.
