briefly
Indonesian ministries are currently drafting ethics guidelines for developers using artificial intelligence (AI) for responsible development.

Indonesia, one of the ASEAN countries, is currently drafting ethics guidelines for developers utilizing artificial intelligence (AI) to prevent possible misuse of cutting-edge technology, as revealed in a ministerial draft.
The draft, prepared by Indonesia’s Ministry of Communications, emphasized a clear intention that AI-based programming activities should be based on ethical principles that govern both the use and development of AI.
Moreover, guidance is considered essential to mitigate the “impacts and losses” that could result from AI deployment. Reuters reported that in the event of an “AI-enabled disaster,” it advocates that developers establish a comprehensive risk management strategy and establish reporting and recovery mechanisms for such incidents.
However, it does not provide specifics about the nature of potential losses or disasters resulting from the use of AI.
Our ethical guidelines also include privacy and human preservation. They argue that the use of AI, including the development and marketing of AI products, should serve to enhance innovation without replacing human presence.
Usman Kansong, a senior official at the Ministry of Communications who confirmed the draft, expressed uncertainty about the publication schedule. Nonetheless, the deputy minister expressed hope that guidelines will be published this month, as quoted by local media outlet Tempo.
The guidance highlights the need for companies to consider cultural differences ahead of upcoming “business-friendly” regulations within the Southeast Asian country and could warn of the potential misuse of AI for misinformation. The regulations are expected to be finalized next month, according to sources cited by Reuters.
ASEAN’s differing views from the EU on AI regulation
Unlike the European Union, which is pushing for a unified global framework for AI regulation, Southeast Asian countries are leaning toward a business-friendly approach to AI governance. ASEAN, chaired by Indonesia in 2023, is drawing up governance and ethics guidelines for AI that will impose ‘guardrails’ on the technology.
The guide, known as the ASEAN Guide on AI Governance and Ethics, is currently under development and will be shared early next year at the ASEAN Digital Ministers’ Meeting chaired by Singapore’s Ministry of Communications and Information.
Unlike the EU’s AI law, the ASEAN Guide takes a more flexible stance, encouraging companies to take cultural diversity into account rather than mandating specific risk classifications. In particular, the guide is run on a voluntary basis with the aim of providing guidance on national regulations rather than imposing strict rules.
Final completion of this guide is expected to take place at the ASEAN Digital Ministers’ Meeting in January 2024. Ahead of this, the draft will be shared with major technology companies such as Meta, IBM and Google, signifying a collaborative approach to shaping AI governance in the region. sight.
