GPAI member countries have adopted the New Delhi Declaration to highlight potential risks associated with AI.
The Global Partnership on Artificial Intelligence (GPAI) unanimously adopted the New Delhi Declaration, a document that specifically highlights the potential risks associated with AI. After a heated five-hour Ministerial Council meeting at GPAI, agreement to adopt the declaration was reached.
The agreement, adopted by 28 countries, addresses pressing issues including misinformation, disinformation, personal data security, and serious threats to human rights and democracy. Moreover, this development follows Prime Minister Narendra Modi’s impassioned call for collaborative efforts among countries to build a strong global framework for AI.
India has also proposed to host the GPAI Global Governance Summit to finalize the proposed framework within the next six months.
The declaration states:
“We acknowledge the need to capitalize on new opportunities and mitigate risks arising from the development, deployment and use of such technologies. These include concerns about misinformation and disinformation, unemployment, lack of transparency and fairness, protection of intellectual property and personal data, and threats to human rights and democratic values.”
It also notes that GPAI will “play a critical role in addressing contemporary AI challenges, including generative AI, through applied AI projects that aim to address societal issues and global challenges, maximize benefits and mitigate associated risks.” .
The declaration also signals a shared commitment to develop AI applications in healthcare and agriculture, with a particular focus on addressing the needs of the Global South in AI development.
Towards a future of inclusive AI development
Indian Minister of Electronics and Information Technology Rajeev Chandrasekhar emphasized that the 29 GPAI member countries should unanimously adopt the New Delhi Declaration.
“This declaration commits GPAI to be front and center in shaping the future of AI in terms of innovation and collaborative AI development among partner countries. Countries have been working to implement AI applications in healthcare, agriculture and many other areas of common interest,” he said.
Notable figures at the GPAI summit included Jean-Noel Barrot, French Minister of Digital Affairs; Hiroshi Yoshida, Vice Minister of the Interior of Japan; and Viscount Jonathan Camrose, the UK’s Minister for AI and Intellectual Property Rights.
France’s Barrot applauded Japan for establishing its third ‘expert support center’ for AI, complementing existing centers in Canada and France.
“Over the coming months, under the chairmanship of India’s GPAI, we will bring together the expert resources of the OECD and some of our own to discuss how we can expand our scope and ability to come up with the best solutions for governance and deployment of government. . AI is for the benefit of our people,” said France’s Barrot.
Yoshida and Camrose emphasized the importance of inclusivity for GPAI’s role in the global development of AI. Mr. Yoshida expressed his desire to “encourage more developing countries to join GPAI.”
As the GPAI Summit concludes on Thursday, the Indian government is expected to unveil its official AI policy under the India AI Program on January 10. Global discussions on AI regulation are scheduled to continue at the Korea Safety Summit in mid-2024.
